There are none of their own. Under Ark. Code 14-16-504 a local unit of government may not regulate the ownership, transfer, transportation, carrying or possession of firearms or ammunition, and Ark. Code 14-54-1411 says the same to cities. Little Rock, North Little Rock, Jacksonville and the unincorporated county all follow state and federal law only: no permit to purchase, no registration, no waiting period, no magazine limit. Discharging a firearm inside city limits is a different matter and is regulated locally.

No licence is needed to carry a handgun in Arkansas, open or concealed, as long as it is not carried with a purpose to unlawfully use it against someone (Ark. Code 5-73-120). Little Rock simply has more restricted ground per square mile than the rest of the state. The Pulaski County and federal courthouses, the State Capitol complex, city hall, police facilities, public schools and posted private businesses are all covered by the restrictions in Ark. Code 5-73-119, 5-73-122 and 5-73-306. People who work downtown or on a public campus such as UA Little Rock or UAMS often get the enhanced licence for that reason, and even then the hospital campus has its own exemption. Service members on permanent orders to Little Rock Air Force Base or Camp Robinson count as Arkansas residents for a dealer purchase under federal rules. Bring your orders. A resident of another state can buy a rifle or shotgun from an Arkansas dealer when the sale is legal in both states, but a handgun must go to a dealer in the buyer's home state.

No. State preemption (Ark. Code 14-16-504 and 14-54-1411) stops cities and counties from regulating the ownership, transfer, carrying or possession of firearms. Little Rock can still regulate firing a gun within city limits, and it controls its own buildings within what state law allows.

Possession and storage on the installation follow base rules, not state law, so talk to your unit before you bring a firearm through the gate.
The Arkansas Game and Fish Commission operates public shooting facilities in central Arkansas, and several private indoor ranges and clubs serve the metro area. Hours and rules vary, so check with the range before you drive out.
